Recently, the General Office of the People's Government of Guangdong Province issued the "Implementation Plan for the Revitalization of County level Ordinary High Schools in Guangdong Province (2026-2030)". The Plan clearly requires that new projects prioritize the construction of teaching buildings and student dormitories, effectively responding to the urgent demand of county-level residents for high-quality high school degrees; It is strictly prohibited for schools in developed areas and urban areas to poach outstanding principals and teachers from weak areas and counties. Schools that maliciously poach talents will have their qualifications for various awards suspended. The Plan deploys eight key tasks, including expanding the supply of middle school places in the county, implementing trusteeship assistance, promoting diversified and distinctive development, and comprehensively stabilizing the source of middle school students in the county, covering the entire development chain in the county. In terms of degree supply, the "Plan" proposes to comprehensively utilize various methods such as connecting school resources, tapping and expanding existing ordinary high schools, developing comprehensive high schools, purchasing private degrees, and renovating and expanding ordinary high schools to ensure degree supply and increase the proportion of junior high school graduates enrolled in ordinary high schools. The Plan proposes to establish a "horizontal+vertical" three-dimensional assistance mechanism. At the horizontal level, we will organize pairing assistance between high-quality ordinary high schools in the Pearl River Delta region, high-quality ordinary high schools in eastern, western, and northern Guangdong cities, and weak counties. We will promote the integration of high-quality resources into one county in each of the 57 counties (cities) to achieve full coverage of assistance work in weak counties. At the vertical level, we will improve the mechanism for 12 normal universities to provide vertical assistance to underdeveloped areas in basic education, promote universities to adopt forms such as school local joint construction and dispatching teams, and explore the new model of running counties well. In terms of teacher team construction, the "Plan" proposes to implement a "targeted evaluation and targeted use" teacher title system; Train no less than 300 graduate level teachers annually for the county, and expand the implementation scope of the Silver Age Lecture Program to the county; County level public recruitment of high-level and urgently needed teachers can be organized through interviews or direct business assessments in accordance with regulations.
