Strengthening the exploration of innovation paths in the large model industry

Over the past period of time, strengthening the innovation and development of large models, promoting deep integration and empowerment, has become a key path for leading the development of new quality productivity with "artificial intelligence+". With the deepening of the innovation driven development strategy, the innovation capability of China's artificial intelligence big model industry continues to improve, and an independent innovation ecosystem is gradually forming. As of December 31, 2025, China has completed the registration of 748 generative artificial intelligence services. The independent research and development of large-scale models is accelerating the promotion of open source and openness throughout the entire industry chain. Basic large-scale models, industry large-scale models, and vertical large-scale models are achieving collaborative innovation, and the "Hundred Model Battle" is gradually transforming into a differentiated and benign competition and innovation alliance. For example, as one of the core projects in Beijing's construction of the "Global Open Source Capital", "Wudao" has cultivated China's first large-scale open source system for the full chain collaboration of government, industry, academia, research, and application, derived dozens of vertical industry models, and formed an open source ecosystem guided by the government, coordinated by enterprises, universities, and jointly built by the developer community. Large scale models are increasingly penetrating into application scenarios such as smart industries, smart cities, and intelligent scientific research, building cross-border integration solutions covering fields such as "AI+manufacturing", "AI+scientific research", and "AI+services". Industrial innovation and application verification are iteratively upgraded in both directions. Relevant policies have also been introduced one after another, and the institutional design is becoming increasingly perfect. Policies and measures such as the "Opinions on Deepening the Implementation of the 'Artificial Intelligence+' Action Plan" and the "Guidelines for the Construction of the National Artificial Intelligence Industry Comprehensive Standardization System (2024 Edition)" will improve relevant institutional mechanisms from the aspects of technological innovation, scenario application, and industrial governance. These policies effectively support the continuous optimization of the environment for the innovation and development of large models, and promote the leapfrog development of China's large model industry. Beijing, Shanghai, Zhejiang, Guangdong and other provinces and cities have intensively introduced policies to promote the large-scale model industry, forming innovative development system demonstrations and cultivating artificial intelligence integration innovation clusters represented by Beijing's "Modular World" and Shanghai's "Modular Space". However, there are still certain shortcomings in the innovative development of the artificial intelligence big model industry, which restrict its empowering role. For example, the lack of original innovation capabilities in basic research and large-scale model development, such as underlying frameworks and basic algorithms; The deep integration of large-scale models into industrial development faces the problem of ineffective matching between model supply and industry demand. For example, the collaborative innovation mechanism of multiple subjects in industry, academia, research, and application, as well as the value transformation path of empowering the real economy with large-scale models, are not yet perfect; The safety supervision of new industries, new business forms, and new models needs to be improved, and the construction of the industry standard system urgently needs to be strengthened. Next, it is urgent to form a collaborative effort among the government, industry, and enterprises to explore innovative paths for the large-scale model industry. At the government level, continuously optimize the system and mechanism for independent integration and innovation of large models. Based on the institutional advantages of the new national system under the conditions of a market economy, we will strengthen the original exploration of key core technologies. Supporting the national strategic scientific and technological forces to tackle key areas such as basic algorithms and deep learning frameworks, and leading the technological direction of large-scale model research and development with the national strategic demand for high-level technological self-reliance and self-improvement, cultivating local independent innovation capabilities through market mechanisms, and forming a benign interactive evolution of large-scale model "basic research and development application empowerment industrial innovation". Improve the innovation governance system for large-scale models, strengthen the construction of a collaborative governance framework for multiple entities and an agile governance system framework, and improve the dynamic risk governance mechanism covering pre registration, in-process monitoring, and post response throughout the entire cycle. At the industrial level, we will continue to improve the independent integration and innovation ecology of the large-scale model industry. Strengthen the construction of open source ecosystem for large-scale models and promote collaborative innovation in industries. Support the construction of a globally influential open-source community for China's self-developed basic large-scale models, and systematically promote the full stack autonomy and controllability of data, computing power, frameworks, algorithms, and scenarios. Led by technology leaders, we will drive industry leaders, chain owners, key core enterprises, and upstream and downstream enterprises to deepen the integration and application of large-scale models, empower the intelligent scene chain of the industry, and achieve the linkage of the entire industry chain system. Strengthen the precise matching of supply and demand empowered by the integration of large models. Build supply and demand docking platforms in key areas, promote the formation of intelligent matching, precise supply, and value verification mechanisms. At the enterprise level, continuously enhance the independent innovation capability and integrated innovation efficiency of large model enterprises. Strengthen the construction of enterprise innovation capability. Build an independent innovation consortium led by enterprises, strengthen grassroots innovation and basic research and development, and construct an open collaborative innovation platform that is interdisciplinary, cross disciplinary, and highly collaborative. Support the open algorithm framework, common technologies, application scenarios, and data resources of leading enterprises in large models, drive the integrated development of large, medium, and small enterprises, and form a collaborative innovation chain of basic models, industry fine-tuning, and scenario applications. Strengthening the reshaping of enterprise R&D paradigms through big model technology. To meet the strategic needs of the growth of strategic emerging industries, the cultivation of future industries, and the upgrading of traditional industries, we will explore a large-scale model driven intelligent scientific research organization model and deeply integrate it with industry knowledge to build an AI native research and development organization.
