The Opinion deploys 20 tasks from four aspects, including strengthening weak links in the production service industry throughout the entire chain, enhancing the development level of key areas in the life service industry, improving the level of digitalization, standardization, integration, internationalization of the service industry, and improving the support policy system. The Opinion proposes to accelerate the innovative development of software and information services in strengthening the weak links of the productive service industry throughout the entire chain. In the software field, we will deepen the implementation of the "Artificial Intelligence+" initiative, accelerate the development and use of intelligent programming tools, and support the procurement of large models and intelligent agent services. Accelerate breakthroughs in industrial software innovation and establish demonstration centers for industrial software compatibility, adaptation, and application in key industries. Strengthen the construction of basic software ecosystem and open source community. Optimize the ecosystem of smart audiovisual systems. In the field of information transmission, we will deepen the large-scale application of fifth generation mobile communication (5G). Promote the development of 5G-A networks and strengthen the research and development of sixth generation mobile communication (6G) technology. Moderately advance the construction of mobile Internet of Things. Develop satellite Internet application services. In the field of data and information technology, we will deepen the implementation of the industrial Internet innovation and development project. Promote the action of building industrial data foundation, cultivate data cooperation consortia, and build a batch of high-quality industry datasets. Develop professional services such as data annotation and certification, and explore the establishment of a classification and grading mechanism for data ownership, evaluation, and pricing. Orderly promote the layout of computing power and the construction of edge computing power, and improve the intelligent computing cloud service system. Accelerate the application of urban information modeling platform and building information modeling technology. In terms of improving the standardization, integration, and internationalization level of digitalization in the service industry, the Opinion proposes to promote the transformation of digitalization in the service industry. Focusing on key links such as R&D design, inspection and testing, logistics distribution, wholesale trade, consulting services, etc., we will build a vertical industrial Internet platform and use the "small, fast, light and accurate" solution to reduce the threshold of digital intelligence. Implement a special action to accelerate the development of digital supply chain and promote the digital empowerment project of commercial logistics. Around data empowerment, implement comprehensive major scenario and high-value application scenario projects, cultivate digital transformation service providers, and create benchmarks for collaborative applications of data, algorithms, and scenarios. Accelerate the standardization construction of the service industry. Strengthen top-level design and improve the standard system for key areas. Accelerate the development of service standards for new and integrated formats such as low altitude services and socialized agricultural services.
