In the past two years, the enthusiasm for the development of China's low altitude economy in various aspects has been high, and a very good start has been made. The low altitude economy is entering ordinary life, guarding the lights of thousands of households, effectively promoting economic and social development, and enhancing the sense of gain of the people, providing an 'aerial answer' to their livelihood needs, "said Zheng Jian. In recent years, typical application scenarios of low altitude economy have emerged in various regions, such as logistics transportation, medical rescue, urban governance, agricultural and forestry operations, and surveying and inspection, forming many vivid and lively scene cases. In the border towns of Honghe and Pu'er in Yunnan, drones have become "air messengers", reducing the delivery time of postal workers from nearly 3 hours to about 40 minutes; In Shenzhen, Guangdong, drones have become "airborne first responders" and can transport automatic external defibrillators (AEDs) to the scene of emergencies in about 4 minutes, greatly improving the survival rate of patients during the golden rescue time; In Shanghai, unmanned aerial vehicles serve as "air traffic controllers" and can fly to the scene of a traffic accident within 2 minutes, quickly capture evidence, accelerate insurance claims, and reduce traffic congestion. Zheng Jian stated that in the future, the National Development and Reform Commission will adhere to the theme of healthy and orderly development, with reform and innovation as the main line, to promote the realization of "well managed, stable, and efficient use" of low altitude economy, focusing on the following five aspects of work. Firstly, safety is the 'premise'. The National Development and Reform Commission will prioritize ensuring the safety of low altitude economy, especially flight safety, and consolidate the foundation of safe development. Strengthen the full cycle management of aircraft, innovate and improve safety supervision mechanisms, and strictly implement safety supervision measures. At present, various regions have successively issued management regulations based on their own reality and needs, refining and clarifying the specific norms of low altitude safety management. The second is to use industry as the 'support'. Taking the consolidation and enhancement of industrial development advantages as the development direction, we will increase our research and development efforts on new aircraft such as heavy-duty fixed wing unmanned aerial vehicles and long endurance vertical takeoff and landing aircraft, form a low altitude key equipment spectrum, drive upstream and downstream supporting industries, and create a comprehensive cluster development highland tailored to local conditions. The third is to use the scene as the "traction". On the one hand, we adhere to the principle of "three first, three later", which means carrying goods before carrying people, isolating before integrating, and moving from remote areas to urban areas. Under the premise of strict risk control and ensuring safety, we support regions with conditions to prioritize the promotion of mature scenes and cultivate and strengthen new scenes with potential. On the other hand, to meet the needs of scenario applications, strengthen the support of key element systems. Among them, the focus will be on improving the level of refined airspace management, scientifically planning and laying out the low altitude air route network, promoting the construction of low altitude intelligent networking systems, and enabling more scenarios that benefit thousands of households and empower thousands of industries to land safely and efficiently. Fourthly, innovation is the driving force. Autonomous and controllable, safe and reliable are the key points of technological innovation in the low altitude economy. The National Development and Reform Commission will deepen basic theoretical research, promote the core of advantageous enterprises, strengthen collaborative research and development among enterprises, universities, research institutes, etc., support capable private enterprises to take the lead in undertaking major scientific and technological research and development tasks, break through key technologies such as intelligent flight and hybrid power systems, and comprehensively promote the deep integration of scientific and technological innovation and industrial innovation.
