Exploring the integrated development path of educational technology talents

Education, science and technology, and talents have inherent unity and strategic synergy in the process of Chinese path to modernization, and together they constitute the basic and strategic support for building a socialist modern country in an all-round way. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China clearly emphasized the need to "promote the development of education, science and technology talents as a whole", providing fundamental guidance for building a new pattern of integrated development among the three during the "15th Five Year Plan" period. Currently, the world's century long changes are accelerating, and cutting-edge technologies such as artificial intelligence and quantum information are reshaping the global competitive landscape. The period of the 15th Five Year Plan is a crucial five-year period for China's modernization construction, and also a strategic period for building a world-class talent center and innovation highland. History and reality require us to break through the "isolated island" dilemma of education, technology, and talent systems, promote top-level design with systematic thinking, and build a deeply integrated ecosystem of the three through institutional and mechanism innovation. This will lay a solid talent foundation and inject strong innovation momentum for promoting new quality productivity and achieving high-level technological self-reliance and self-improvement. Building an integrated governance pattern for educational technology talents and promoting the integrated development of educational technology talents requires a systematic institutional restructuring and governance reform to achieve efficient restructuring of elements, precise coordination of policies, and chemical reaction fusion of functions, providing sustained and stable endogenous power for achieving connotative growth and seizing the high ground of future development. The core of integration lies in breaking down barriers, unblocking bottlenecks, and building a strategic pattern with unified goals and efficient collaboration. During the 15th Five Year Plan period, reform has entered a deep water zone, and it is necessary to rely on deeper institutional innovation to break through long-standing institutional barriers. The primary task is to strengthen the systematic, holistic, and collaborative nature of top-level design, and establish a cross departmental, cross level, and cross domain coordination mechanism. In this process, it is necessary to firmly grasp the major principle of "adhering to the combination of efficient market and proactive government". We should not only fully play the decisive role of the market in resource allocation, but also better play the key role of the government in strategic guidance, institutional supply, public services, and other aspects. At the national level, it is necessary to improve the top-level deliberation and coordination institutions and normalized work platforms for the integrated reform of education, science and technology, and talent, and to place the three under a unified strategic framework for integrated deployment. At the local and grassroots levels, regions with conditions, high-level research-oriented universities, and national high-tech zones should be encouraged to carry out comprehensive reform pilot projects, giving them greater autonomy in reform, focusing on building "three in one" integrated development demonstration zones, and exploring the formation of replicable and promotable practical models. Fully authorizing employers and empowering talents is the key to the deepening of integrated reform. We must make up our minds to reverse the traditional thinking of "administrative" and "official oriented", and promote the establishment of a modern corporate governance structure centered on "expert governance and academic autonomy" in universities and research institutes. By implementing the "comprehensive authorization+negative list" model, it is substantially granted greater autonomy in dynamic adjustments of disciplines and majors, independent evaluation and appointment of high-end talents, management of research funding use, and allocation of ownership of scientific and technological achievements. Unlike the previous "delegation of power", the authorization during the "15th Five Year Plan" period emphasizes more on systematicity, complementarity, and predictability, ensuring that grassroots units can "keep up with and use it well". At the same time, we will continue to deepen the reform of the talent development system and mechanism, and accelerate the establishment of a talent evaluation system guided by innovation ability, quality, effectiveness, and contribution. The core of the reform is to liberate all kinds of talents from tedious affairs and rigid standards, so that those who devote themselves to educating and scaling new heights can concentrate and fully display their talents. Reshaping the independent training system for top-notch innovative talents is the fundamental starting point and ultimate destination for the integrated development of education, technology, and talent. We must firmly uphold the strong confidence and historical consciousness that 'Chinese education can cultivate masters'. During the 15th Five Year Plan period, facing fierce international technological competition and industrial chain restructuring, the country's demand for top-notch innovative talents is more urgent than ever before. As the core intersection and main battlefield of the "trinity" strategy, the higher education system must have the courage to self revolution and take the lead in carrying out profound changes in teaching paradigms, curriculum systems, and management models. In the undergraduate education stage, we must resolutely break the traditional training logic dominated by the imparting of knowledge from a single discipline, vigorously strengthen the deep integration of general education and professional education, promote the cross infiltration and integration innovation of different disciplines such as humanities, sciences, engineering, and medicine, actively promote flexible and diverse learning systems such as "main minor system+micro major", and give students more learning choices, autonomy, and personalized growth path design. We should actively embrace the revolutionary impact of artificial intelligence on higher education, use intelligent technology to create personalized and intelligent learning spaces that integrate human-computer collaboration and virtual and real integration, organically integrate critical thinking, interdisciplinary integration ability, innovative problem-solving ability, and digital literacy cultivation into the entire teaching process, and cultivate outstanding talents who can adapt to and lead the development of future society. Graduate education is the source and core reserve of national strategic talent, especially top-notch innovative talents. We should adhere to and improve the precise classification and training concept of "making academia more academic and majors more professional". Compared with the 14th Five Year Plan, the training of graduate students during the 15th Five Year Plan period emphasizes closer integration with national strategic needs and industrial frontiers. For academic degree graduate students, the cultivation should highlight the original innovation orientation, encourage them to focus on the forefront of world science and technology and the long-term strategic needs of the country, bravely challenge major scientific problems, venture into the "no man's land" of basic research and cutting-edge technology, and strive to generate original breakthroughs from scratch. For professional degree graduate students, the cultivation should highlight the orientation of practical innovation and industry adaptation, deepen the integration mechanism of industry and education, comprehensively promote the "key research topic" traction mode centered on solving practical technical problems in the industry and promoting industrial upgrading, and widely implement the "dual mentor" system between schools and enterprises to achieve seamless integration between talent cultivation standards and industrial transformation and upgrading needs. At the same time, it is necessary to integrate moral education into the entire process of talent cultivation, vigorously promote the spirit of scientists with patriotism, innovation, practicality, dedication, collaboration, and education as the core, closely integrate value shaping, knowledge imparting, and ability cultivation, and cultivate talents with both morality and ability. The ultimate outcome of creating an innovative environment with global competitiveness for the integrated development of education, technology, and talent is reflected in the ability to nurture and continuously optimize a dynamic, efficient, and more open world-class innovation ecosystem and talent development environment. During the 15th Five Year Plan period, the international talent competition landscape has undergone profound adjustments, and we must participate in the global innovation network with a more proactive attitude. Adhere to a global perspective and implement a more proactive, open, and effective international talent strategy. Continuously improve the convenience service measures for foreign high-level talents in terms of work permits, visas, long-term residency, permanent residency, children's education, medical security, social insurance, etc., explore the pilot establishment of a negative list management system for foreign work permits in specific areas such as free trade zones and high-level talent highlands, and accelerate the construction of an internationally competitive and attractive policy system and service guarantee network for "gathering talents from all over the world for use". At the same time, we support high-level domestic universities and research institutions to establish deep and pragmatic strategic cooperation relationships with world-class universities and research institutions, jointly build high-level international joint laboratories, scholar exchange platforms, and major scientific research cooperation projects, and enhance the international competitiveness of self cultivated talents. It is crucial to build an innovative ecosystem that integrates government, industry, academia, research, finance, and administration, with deep integration and collaborative linkage. We should fully leverage the decisive role of the market in resource allocation, actively guide financial capital and social capital to invest earlier and more in seed stage and start-up stage technology talent enterprises, and develop and expand the scale of angel investment and venture capital. We should vigorously develop a specialized and high-level technology service industry, cultivate and strengthen technology transfer institutions and talent teams, lay out and construct a number of concept validation centers, pilot testing and maturation bases, and common technology research and development platforms, and effectively connect the "last mile" from laboratory samples to market products. Unlike before, the innovation ecosystem during the 15th Five Year Plan period emphasizes the deep integration and collaborative efforts of various entities, forming a virtuous cycle of "government, industry, academia, research, finance, and utilization" throughout the entire chain. In addition, it is necessary to vigorously create a social atmosphere and cultural soil that encourages innovation, dares to be the first, and tolerates failure throughout the whole society. We should further improve the "lump sum system" for the use of scientific research funds based on trust, truly allowing all labor, knowledge, technology, management, and capital activities to burst forth, and allowing all sources of social wealth creation to fully flow. The magnificent picture of the 15th Five Year Plan is slowly unfolding, and the new journey of integrated development of education, science and technology talents has a glorious mission and arduous task. We must always adhere to and continuously strengthen the Party's comprehensive leadership over talent work, with institutional innovation as the core engine, talent cultivation as the fundamental plan, and ecological optimization as the foundation support. We must bravely break through the deep-seated institutional and mechanism obstacles that constrain integrated development, and continue to stimulate the endogenous driving force and creative vitality of the whole society, especially various innovative entities.
